PROJECT OVERVIEW

O&H Properties appointed JLES Thames as the main contractor to progress the outstanding legacy Section 38 agreement to adoption. JLES’ works programme enabled Essex County Council to approve the works for maintenance. The works included:

• Extensive carriageway surfacing, as well as footway reconstruction and surfacing.

• Speed table and ramp construction.

• Kerb installation and remediation.

• Ironwork installation.

• White lining works.

• Tactile crossing installation.

• LED lantern/street lighting conversions.

This project was completed on a fixed fee basis with 0 extras charged to the client.


CHALLAGES

Essex County Council requested supplementary works, which led to delays. JLES promptly completed these without any additional charges to the client.

The estate's sole access routes were affected during carriageway and footway works, which required extensive resident liaison and traffic management. JLES navigated these complexities and ensured minimal disruption through planning and execution.

Concurrent projects by other housebuilders heightened the need for seamless collaboration. JLES took the lead in coordinating between companies, ensuring the project's successful delivery despite external challenges. Our proactive approach and open communication laid the foundation for a positive working relationship among all stakeholders.

KEY FEATURES

• JLES Thames was appointed by O&H Properties as the specialist contractor on this project, playing a pivotal role in elevating the project to meet Essex County Council's adoption standards.

• Our team executed complex highway works, including a full final surfacing package to bring the estate to an adoptable standard.

• Extensive liaisons were undertaken with Essex County Council throughout our works programme. Additionally a comprehensive stakeholder package was implemented which included 500+ residents, two local bus companies and a primary school.

• Implementation of complex and extensive traffic management systems to ensure disruption was kept to a minimum.
