Section 278 Adoption - Main Street, Northumberland


Bellway Homes appointed JLES Northern as their Specialist Contractor to undertake this Section 278 project. The project was awarded on a ‘Consult and Construct’ basis. The Section 278 works were a pre-occupation planning condition that needed completing in order to discharge the developers' obligations.

The scheme involved:
  • • A new entrance to the development
  • • Significant improvements to the adjacent highway network
  • • New traffic calming measures
  • • Re-surfacing to the main carriageway
  • • Improvement works to adjacent junction


  • • Lump Sum, Fixed Cost to complete S278 works and achieve maintenance
  • • Works only invoiced upon Local Authority written acceptance
  • • JLES appointed as Principal Contractor, Main Contractor & acted as the developers' Managing Agent
  • • Traffic management design & applications
  • • Supervision & management of project
  • • Local Authority liaison
  • • Liaison with Statutory Authorities
  • • Resident liaison & customer care package
  • • Consultancy & technical support work to secure maintenance certificate


As the new development is located on land adjoining the main road leading from the A1 into Felton Village, the programming and co-ordination of the works, along with the associated traffic management were critical to the successful delivery of this project. Due to the restricted access during the works, it was essential to undertake night-time surfacing to the main carriageway.
