Achieving adoption of a highway is often one of the last remaining tasks on a development project and can often be de-prioritised as new development projects begin and demand more internal attention.


By outsourcing the process to JLES, our comprehensive and efficient adoption teams can quickly bring the Section 37, 38, 50 or 278 Agreement to a successful conclusion. Our ongoing relationships with Local Authority Highway Departments, right across the UK, keep us well placed for continuous dialogue and ensures our projects remain at the forefront of people’s minds. Our engagement is not dependent on the provision of historic project information.

The NHBC commissioned Cambridge University to conduct a study to investigate the UK Adoptions process and why it is often ineffective. Cambridge University then called upon members of the JLES team to help them understand the realistic extent of the issue.

Typically, our internal team will:

  • Liaise with Local Authority Highways and appraise original terms of agreement
  • Carry out site inspections
  • Co-ordinate specialist consultants
  • Co-ordinate our own or your supply chain to achieve successful project conclusions (on time and budget)
  • Provide technical support to supply chain
  • Ensure all site specific works are carried out in line with relevant building and local authority regulations
  • Carry out safety audit inspections
  • Project manage live projects including onsite supervision
  • Compile stage and status client reports (fortnightly)
  • Produce As built drawings and CDM Health & Safety File
  • Resolve technical queries/issues
  • Final inspection with Local Authority including obtaining sign off of works
  • Obtain formal adoption certification and cancel associated bonds
