Post Build Estate Completion - Peugeot Works, Coventry

  PROJECT OVERVIEW

JLES Central were appointed as Specialist Contractor to finalise and complete all outstanding highway and sewer works. The project was awarded on a ‘Consult and Construct’ basis with JLES completing all outstanding works as; Main Contractor, Managing Agent and Technical Consultant. Built over a period of 10 years using various groundworks contractors, the highways and sewers on this multi-phased development required extensive remedial works completing before all roads and footways could be final surfaced. Prior to the commencement of the works, detailed liaison and investigation works were required to determine both Severn Trent Water and Coventry City Councils requirements for adoption.

The scheme involved:
  • • Five phases of remedial and final surfacing works
  • • Street lighting remedial works
  • • Sewer cross-connections
  • • All sewer works and network concluded and adopted immediately
  • • Legal works, planning amendments and short form S38 agreements

KEY FEATURES

  • • Large Estate Completion project, involving extensive remedial works and final surfacing to the entire development
  • • Lump sum, fixed cost contract to achieve highways sign-off on a ‘phase by phase’ basis
  • • Works only invoiced upon Local Authority written acceptance
  • • JLES appointed as Principal Contractor and Main Contractor
  • • Fixed cost to secure Section 104/185 sewer adoption
  • • Supervision and Management of project
  • • Adopting Authority liaison
  • • Resident Liaison and Customer Care package
  • • Consultancy and technical support work to satisfy outstanding Severn Trent Water and Coventry City Council design requirements
  • • Installation of block paved focal squares and associated tree planting throughout the entire scheme

CHALLENGES

Due to the length of the build programme, the early phases of this development had been subjected to a decade of wear and tear, resulting in large areas of the footways and road being re-constructed in entirety. Although Technical Approval had originally been granted by Coventry City Council, the Section 38 Agreements had not been executed and significant anomalies existed between the designs and the as-constructed infrastructure.

CLIENT FEEDBACK

“We appointed JLES as our Contractor/ Consultant to undertake the Estate Completion Works on our development in Coventry. They facilitated the immediate adoption of the sewer network throughout the entire scheme and have completed the remedial works and final surfacing to 4 phases of the project, achieving sign-off by Coventry City Council. All works were completed on programme and with very little resource expended by Taylor Wimpey, resulting with the scheme being placed onto its maintenance period. We are looking forward to them concluding the remaining phases and achieving final adoption of the scheme in the near future”
